It is a very good dictionary for those who are in the process of learning English language. The most useful feature I liked is the usage of each word in example sentences. They are very useful in understanding the exact context of each word. I would highly recommend this to anyone striving to learn English language.
I have been an ESL teacher for over 10 years and taught with this dictionary at one point when it was published locally by our parent company in South Korea. All of the teachers found it unusable. I currently work in the ESL publishing field, and this dictionary commits a HUGE cardinal error for language learners: the language of the definitions is often more difficult than the target word being defined.

I also recall that this dictionary would do things like use the target word in the definition (another big no-no, if I'm remembering correctly) and had more typographical errors than average.

It's silly to buy this dictionary when one can use an excellent learner's dictionary like Cambridge online for free. Don't buy it!
I think it is a good dictionary for english as second language students. This dictionary contains enough vocabulary for students to understand and learn American English.
